Checking Idle RPM's?

I realize most have an on board tach and others just adjust idle by ear.
What do I need to check idle RPM's? Can it be done with a VOM? Do I need a special HD tool?
I have an old tach/dwell meter but I dont think it works on two cyclinders.
I would like to be able to check it and know for sure.

Use the 4 cylinder setting and I think it is doubled for the two cylinders.
