a #25 almost feels like a proper fit in a#27.

Agree, always put the torx on and wiggle it before applying torque to avoid stripping. I always try 2 sizes and wiggle to see which fits better.

The two on the rear (each side) are T40, the two in the front are T45

It might be Loctite 565. It actually starts out white, but turns a bit gray with age. It's the Loctite Harley recommends for the drain plug/stupid screw for the primary on my 2003 Road King Classic.

If you don't want to try the heat method, try spraying penetrating oil and let it sit awhile.
