Well , I was gonna pull off my S & S carb of my 96 xl 1200 and 1 of the breather bolts that bolts in the head broke . The other one is very tight and I am afraid its gonna break to . So now I need to get 2 breather bolts and washers . I may have to drill and tap for heli-coil not sure yet . any suggestions

You should be able to use an easy out to remove what's left from the one that broke. Maybe if you used a bit of heat like a heat gun it would help in removing the other and the broken piece also.

As the breather bolts are hollow it should be fairly easy to get an easy out in there
for the one that is still on try a hand impact driver as the shock from hitting it can often break free the corrosion that is holding it
Applying heat should get the metal to expand and also heps break the corrosion bond
