can the the battery on my 92 flhtc be relocated under the seat so i can install the newer style hardbags? i know that i also have to consider the oilbag which i already have a way of putting the newer style side cover over it.

Yes, it's a fairly common modification to put the battery under the seat on those bikes. I don't remember the procedure, but Googling something like
"relocating Electra Glide battery" should get some hits.
