If the tire is free to rotate and when spun likes to end up in the same position ballance is real bad and the weight should be set at the top of where it likes to come to rest. Honestly though, I think that you need to find a guy who has a great rep and have him do it for you and have faith that although you might not be able to ballance your wheels you can at keast pick out the guy from the crowd that can. Spoked wheels and you also need to be sure he's a good wheel smith that can almost true a taco tire. Tap the spokes and if one has a dull flat sound it's loose.
