Anyone replace 21" wheel with 16" solid?

I replaced my '03 front 21" spoke wheel with an '02 Fat Boy front wheel, 16".
The only thing is the front suspension is hitting hard. Lowered the air pressure from 38.5 to 35.5 psig and that seemed to help out a bit. Could I go lower? I thought 40# was on the side wall. Does the oil need to be adjusted the shocks? Any one experience this on their swap?

The side wall is MAX pressure. You can also vary the oil type in the forks to change the ride. It should be at about 36 cold.
