77 FLH front brake light switch

Having trouble getting a just purchased 77 FLH safety inspected as it doesn't have a front brake light switch, one shop is telling me they never had it, inspection shop is telling me I have to have it...Help, does anyone have the answer to this, or a means of installing one so I can get on the road...once all this ( EDIT ) snow melts !!!
