2007 Maintenance Specs.

Which defective diaphragm are you referring to here? Is it the one in the top of the carb? If so the engine will surge from a leak here, like hunt and peck trying to find a comfortable mixture.

You really need a Fixture to hold the intake in aliment before you start welding on it. If not it will warp and still not seal. I personally would have trashed the broken one and replaced it with a new one and use Comtec gaskets at reassembly, they allow more flex between the Heads and Intake.
 
Glider: I was referring to the diaphragm in the petcock which, as I understand, H-d is recalling and replacing?
