Had this problem with my 05 Springer softail classic
On decel at 40mph front end would go into wobble if you didn't have good grip on the bars. Sometimes after hit a bump in the road it wobble so so bad I would think I was going to lose it. Make sure axle nut is torqued to spec. I found out that was the only thing that worked after trying everything else that was suggested above.
