1994 soft tail flstn

I am changing the pinion shaft bushion and it says I have to put a dowel pin in but there is not one in it now ( original equip?)What do I do about that?

Welcome to The Forum, Are you working on the oil pump pinion or the starter pinion?

Here is a picture of the gear case #25 is the bushing,#1 are the dowels
