09 softail question

Good morning all. My cousin and co-worker just bought his first Harley going from a 650 Vstar to a 09 heritage. I was looking at the bike a few minutes ago and saw something that puzzled me. There is a black tube that the pipes run into but the tube is blocked off. What exactly is that? I have a 07 FLHTCU that does not have that. What is it?

If what you refer to is the tube that connects the two mufflers/pipes, it's used to quiet down the exhaust note some and balance out the pulses between the cylinders. Shouldn't be blocked off on a stock system.

I looked at the end of the black tube and it has a cap on the end it looks like. Uless it is open on the side or something. Thanks! Learn something new everyday.
