You just don't know how old the B1007 code is. Without a battery in the system ("Opened it up and found negative terminal cracked and cable not connected") the regulator has no reference and can exceed normal charging voltages. That B1007 code could be old. At 3600 RPM the charging voltage should not exceed 14.7 VDC (per directions Jack already posted). I would clear the B1007 & check the charging voltage before spending any money.
