Passing Lights Adjustment

Can anyone tell me what the proper method for adjusting my passings light is. I am referring to the two lights on the left and right of my headlamp above my blinkers. One of them points way right and up while the other seems to be pointing down. I dont see any screws that would let me adjust them. Any advice would be greatly appreciated. Thanks

You can use a dremel tool.
