FLSTF Shifting into 1st gear

My wife rides a Fatboy and every once in a while when she is stopped and goes to start again she finds that the bike is not in gear after down shifting into 1st. The neutral light is not on, but it will not go until she kicks down on the shifter very hard (sometimes she has to rock the bike, or go through the gears). The rocker feels kind of slushy at the time, the bike has the extended shifter. Has anyone experienced this or have any ideas of what could be causing it? Thanks!

Could be a clutch adjustment of the shifter forks in the trans need an adjustment. Sometimes the gears just don't mesh right but it shouldn't happen too often at all.

What year? Harley did have a problem with shifter forks, but it's been quite awhile ago.
