Oil Tank Rust

I have an 04 softail deuce no warranty. Changed the oil and there where big pieces of metal, thin but 1/2 to 3/4 long and smaller. Went to dealer and this is common. I know this must have been from condensation but why hasn't harley addressed this problem. Questions: Other than change the tank, can a filter be put in line to catch the debris before the pump, without restricting flow. Can you buy a stainless steel tank and where. Should this be a recall problem. I need a quick fix to get thru the summer. The dealers are booked.
