Looks like you ride a sportster. Push the top of the cap downward and then let it up, it will pop up high enough for you to get a hold of it then gently turn it out to unscrew it. When you put it back, screw it back on and then push the top down flush with the surrounding surface. Enjoy your ride.

Re: getting the oil/dipstick off?
I use the insulated handles of a pliers, the ends are soft and engage the notches of the pop up knob and leverage is easily managed, just dont pinch your hands. The stock pop up knob is a slippery rascal to be sure!
 I replaced it with the oil temperature guage which is easier to grip and does not accidently "pop up" which I was doing all the time...g-e-r-r-r-
