Sometime the speedo needle will bounce all over the place. Then when I stop it will read 20 mph.

Are you still having problems even after swapping out the speed sensor, or were you responding to jmpancoast's question?

Sounds like an issue other than the sensor. With the bad sensor or a sensor covered in shavings, I think you would experience a dead speedo needle. You should also have noticed non-canceling signals.

Made any changes to the bike or done any mods or wiring work?
